Could someone tell me how to change the tool bar color from blue.?

I know you can go into the Control button & customize but it doesn't change the tool bar.

You first go click on start and go up and pick settings and click on control panel from there click on display And from there click an appearance in the tab buttons on the top of the display box with themes and so on then from there you can be either on window xp and you can choice color scheme and you have the choices of silver or olive green besides blue. Now if you are windows Classic choice then you have a Choice from may colors.

I have changed my tool bar to the color silver in the same steps as you did.
