My school dance tonight's theme is neon..i only have a glowstick necklace does that apply to the theme?

Sure! I think it's very fitting. If you don't have anything else that's neon wear it with something plain so it stands out more.

You could also wear something that's just brightly colored, and not necessarily neon. Close enough in my opinion!
